Benjamin Halsey announces resignation

The North Collins Central School Board formally accepted the resignation of nine-year Superintendent Benjamin Halsey at a special meeting held Nov. 5. The board faces the task of finding a replacement, since Halsey had taken on many additional roles, while superintendent.

The full list of titles he held in the district were: superintendent; district clerk; chief financial officer; director of special education; director of health, physical education and athletics; administrator of federal funds; purchasing agent; property manager; records management and access officer; harassment officer; title IX compliance officer and liaison for homeless children.

All of those positions are mandated to be filled and, in larger districts, have individuals’ performing one or two of them.

According to the board members, finding a superintendent candidate with the experience and credentials to fill them all could prove difficult for a smaller district such as North Collins.

Many of the titles were folded into the superintendent’s position, during the past three years, as budget cuts eliminated standalone business and special eduction administrative positions.

The board said that a newcomer to the superintendent ranks would normally be a good fit for the district, but the current job description, as it now stands, begs for a seasoned veteran with multiple credentials.

Halsey had come from a physical education background. That experience is necessary to hold the health officer position, according to the board, which added that the odds of finding a current candidate to meet all the needs are slim.

The board could elect to enter into shared positions with another district, if one willing to do so could be found. Earlier this year, the North Collins School Board discussed the possibility of sharing a business administrator with another district, after Halsey reported that trying to perform those duties on his own had impacted his other requirements.

No motion to retain an interim superintendent or plans to fill the vacancy were brought forward. Halsey's official last day with the district will be Dec. 1.
